No Euthanasia for a Lack of Space

No-Kill International™ Inc Certified is being developed as a certification program for animal shelters, rescue organizations, and other qualifying animal-care organizations that demonstrate a genuine and continuing commitment to saving shelter dogs and cats from euthanasia because of a lack of space.

Certification is intended to identify organizations that do more than use the words “no-kill.” Certified organizations will be expected to follow clearly defined lifesaving, animal-care, transparency, recordkeeping, and operational standards.

The purpose of the program is to give the public, donors, volunteers, adopters, businesses, and community partners a dependable way to identify organizations that have made a meaningful commitment to protecting the lives and welfare of shelter animals.

The Purpose of Certification

Animal shelters operate under different laws, resources, capacities, and community conditions. However, every shelter should work toward the same fundamental objective: preserving life while providing animals with safe, humane, and responsible care.

No-Kill International™ Inc Certified is intended to establish a recognizable national standard based on lifesaving performance, responsible shelter operations, accurate public reporting, and continued improvement.

Certification is intended to encourage shelters and organizations to expand lifesaving capacity rather than use euthanasia as a routine method of responding to overcrowding.

Planned Certification Standards

The final certification standards are currently being developed. No-Kill International™ Inc. is establishing certification standards for independent shelters that wish to become No-Kill International™ Incorporated Certified. To help promote transparency, we will provide the required live video streaming capabilities and, if needed, a shelter website at no charge.

Organizations seeking certification are expected to be evaluated in areas that may include:

• No euthanasia of healthy or treatable dogs or cats because of a lack of shelter space.
• Continuous video monitoring of all dogs and cats, with live Internet viewing and archived recordings available to the public.
• A dedicated shelter website, providing live video feeds (that are recorded and retained) for every dog or cat, with an individual webpage profile for every dog and cat to help promote adoption. If needed the website and recorded and retained feed can be provided by No-Kill International™ Inc at no charge.
• Continuous reatined video documentation of all shelter rooms including medical etc (a recorded feed would be best) as well as video documentation of every transition of a dog or cat, such as intake and adoption.
• Safe, clean, humane, temperature-controlled, and appropriately maintained living conditions.
• Large kennels with elevated beds and environments designed to promote animal comfort and well-being.
• Adequate food, clean water, proper nutrition, routine veterinary care, exercise, enrichment, and positive human interaction.
• Regular outdoor activity for dogs, generally totaling at least three hours per day, along with sufficient space for cats to play and receive enrichment.
• Regular cleaning, sanitation, and disease-control practices.
• Spaying or neutering all dogs and cats after seven days in shelter care, unless medically inappropriate or otherwise exempt.
• Microchipping all dogs and cats after seven days in shelter care.
• Reasonable efforts to reunite lost animals with their families.
• Active adoption, foster, rescue-transfer, and community outreach programs.
• Cooperation and networking with No-Kill International™ Inc., participating shelters, rescue organizations, foster homes, veterinarians, volunteers, and community partners to maximize adoption opportunities and save lives.
• Accurate animal intake, medical, outcome, and disposition records.
• Honest, understandable, and publicly available reporting of shelter statistics and other required information.
• Written policies governing euthanasia decisions, where legally permitted, together with appropriate documentation. No euthanasia shall be performed because of a lack of shelter space. Before any euthanasia decision is made, reasonable and documented efforts shall be undertaken to identify a suitable placement and given a reasonable time period to achieve such. No-Kill International™ Inc shall be given a reasonable opportunity to assist in locating an appropriate shelter, rescue organization, foster home, adopter, or other suitable placement before euthanasia is performed, where practical. All efforts to obtain an alternative placement and the basis for any euthanasia decision shall be documented and retained as part of the animal's permanent record.
• Appropriate employee and volunteer training.
• Compliance with applicable animal-welfare laws and regulations.
• Emergency plans addressing overcrowding, disease outbreaks, natural disasters, and other urgent circumstances.
• Behavioral evaluations and adoption eligibility.
  • Behavioral evaluations shall be conducted using written, objective, and evidence-based standards.
  • Decisions affecting adoption eligibility shall not be based solely on fear, stress, or defensive behavior reasonably attributable to abuse, neglect, injury, illness, or the shelter environment.
  • Dogs and cats exhibiting behavioral concerns shall, when appropriate, receive reasonable observation, decompression time, behavioral support, or professional evaluation before being permanently classified as unsuitable for public adoption.
  • Restrictions limiting adoption to rescue organizations, foster organizations, or other limited placement options shall be supported by documented behavioral or medical findings and shall not be based solely on isolated incidents or temporary stress-related behavior.
  • Behavioral evaluations, adoption restrictions, and final placement decisions shall be documented and retained as part of the animal's permanent record.

Euthanasia Standards

Certification would not prohibit humane euthanasia when an animal is suffering from an incurable condition or presents a serious and substantiated danger that cannot be safely managed.

Such decisions should be based on documented medical or behavioral facts, made by qualified individuals, and never used merely because kennel space, funding, staffing, or adoption time is limited.

Verification and Accountability

No-Kill International™ Inc intends for certification to involve more than a written promise. The certification process may include applications, supporting records, operating policies, statistical reports, photographs, videos, interviews, references, inspections, and other reasonable methods of verification.

Certified organizations may be required to provide updated information periodically and to report material changes that could affect their certification status.

Certification may be suspended or revoked when an organization no longer meets the applicable standards, provides materially inaccurate information, misuses the certification seal, or refuses reasonable verification.

Use of the Certified Seal

Organizations that receive certification may be authorized to display the No-Kill International™ Inc Certified seal on approved websites, printed materials, shelter signs, plaques, public information, and other approved materials.

The seal will remain the property of No-Kill International™ Inc and may only be used while an organization remains certified and complies with the applicable seal-use requirements.

Unauthorized use of the seal, alteration of the seal, or any statement falsely implying certification will not be permitted.

Benefits of Certification

Certification is intended to help qualifying organizations demonstrate their commitment to lifesaving shelter practices and responsible animal care.

Potential benefits may include:

• Public recognition as a No-Kill International™ Inc Certified organization.
• Authorization to display the official certification seal.
• Inclusion in a future public directory of certified organizations.
• Increased confidence among adopters, donors, volunteers, and community partners.
• Opportunities to participate in No-Kill International™ Inc programs, campaigns, partnerships, and public-awareness efforts.
• Access to future operational guidance, model standards, and lifesaving resources.

Supporting Continued Improvement

The certification program is not intended only to recognize organizations that have already reached the highest standards. It is also intended to help shelters identify practical improvements that can increase lifesaving capacity, strengthen animal care, improve public confidence, and reduce unnecessary euthanasia.

Where appropriate, No-Kill International™ Inc may work with applicants to identify deficiencies and establish a reasonable path toward future certification.

National Certification Directory

No-Kill International™ Inc intends to establish a public directory of certified shelters and organizations. The directory may provide certification status, location, contact information, available programs, and other relevant information.

This will help members of the public locate organizations that have demonstrated a commitment to protecting shelter animals from euthanasia because of a lack of space.
